CHILD TRENDS: Using a new definition of access to understand families’ child care needs

A new report examines families’ access to early care and education using a definition of access that examines whether parents, with reasonable effort and affordability, can enroll their child in care that supports child development and meets parents’ needs. Findings suggest that—when examining additional dimensions of access beyond supply—access to care with particular characteristics can be extremely low, particularly for families with infants and toddlers and families in need of low-priced care.
